What You’ll Do

Job Summary: The Administrator is a qualified person appointed by the Governing Body to administer, direct, and coordinate all the activities of the Home Care Agency. They function under the direction of the Governing Body.

Organizational Relationship: Reports directly to the Governing Body

Risk Of Occupational Exposure To Blood Borne Pathogens:  C: no exposure

Qualifications:

  • Be at least 18 years of age

  • Have a high school diploma or equivalent

  • Be responsible and mature and have the personal qualities which will enable them to understand the problems of elderly persons and persons with disabilities.

  • Understand the provisions of NV Personal Care Services statutes.

  • Demonstrate the abilities to read, write, speak & understand the English language.

  • Criminal & other required checks

    If the Administrator is also the licensee/applicant, the minimum age requirement is 21 years old.

Responsibilities:

  • Employing qualified personnel and arranging for their training;

  • Ensuring that only trained attendants are providing services to a client of the agency and that such services are provided in accordance with the functional assessment of the client, the service plan established for the client and the policies and procedures of the agency;

  • Developing and implementing an accounting and reporting system that reflects the fiscal experience and current financial position of the agency;

  • Negotiating for services provided by contract in accordance with legal requirements and established policies of the agency;

  • Providing oversight and direction for attendants and other members of the staff of the agency as necessary to ensure that the clients of the agency receive needed services;

  • Developing and implementing policies and procedures for the agency, including, without limitation, policies and procedures concerning terminating the personal care services provided to a client;

  • Designating one or more employees of the agency (alternate) to be in charge of the agency during those times when the administrator is absent; and

  • Demonstrating to the Division upon request, that the agency has sufficient resources and the capability to satisfy the requests of each client of the agency related to the provision of the personal care services described in the service plan to the client.

  • Ensuring that each attendant working for the agency is working within the attendant’s scope of service & conducts themselves in a professional manner.

  • Assuring that clients are not be prohibited from speaking to any person who advocates for the rights of client of the agency.

  • Provide coordination for any other services provided by other community service agencies.

  • Plan, organize, direct and evaluate operations to ensure the provision of adequate and appropriate care and services.

  • Comply with applicable laws and regulations.

  • Fiscal planning, budgeting and management of operations in accordance with established fiscal parameters.

  • Recruiting, employing and retaining qualified personnel to maintain staffing levels.

  • Establishing and maintaining effective channels of communication, internal & external.

  • Ensuring program personnel have current information and current practices.

  • Directing and monitoring organizational QA activities.

  • Ensuring ongoing staff development including orientation, in-service education, continuing education and evaluation of staff.

  • Assuring appropriate adequate staffing & staff supervision during all operating hours.

  • Assuring the development and qualifications for professional services and the assignment of personnel.

  • Ensuring the accuracy of public information materials and activities.

  • Reviews and evaluates existing policies and procedures by means of Annual Agency Evaluation completion.

  • Preparation of a yearly budget in cooperation with the Budget Committee and Governing Body.

  • Reviews all staff performance evaluations and processes merit increases.

  • Approves all salary increases and staff promotions.

  • Authorizes purchase of supplies and equipment.

  • Acts as official Agency spokesman and representative.

  • Handles client complaints not resolved at Supervisory level & between staff & supervisors.

  • Ensuring agency has sufficient numbers of trained staff to meet the client’s needs.

  • Ensuring the financial resources exist to operate the agency at all times.

  • Ensuring clients is not prohibited from speaking to any person who advocates for the rights of clients.

  • Ensuring compliance with all NV statutes.

  • Accommodates Federal, State and regulatory personnel on survey visits.

  • Acts as the Privacy Officer.

  • Serves as the Agency Disaster Coordinator.

  • Serves as the Agency Civil Rights/Section 1557 Coordinator

  • Other duties as assigned.
